LEGAL NORMATIVE BASES OF ORGANIZATION OF VOLUNTARY RESCUE AND FIRE-RESCUE STRUCTURES Abstract: The scientific article describes the legal framework for the organization of Civil Defense and the system for protecting the population and territories from natural and man-made emergencies, in particular, voluntary rescue and fire and rescue units. A number of problematic issues in this area are studied and recommendations are given for the development of a system for organizing voluntary emergency rescue and fire and rescue structures.
