Abstract. The article develops a system for assessing the professional competence of teachers in improving the quality of education and the formation of international rankings of higher education institutions, taking into account the best international practices in this field, and ensuring that these criteria are adaptable to the rapidly changing labor market. Within the framework of the research, the professional competence of the pedagogical personnel of higher educational institutions is defined Simon experimental work done on the development of the thought.
