Abstract. The article reflects the issues of the formation and development of basic, scientific competencies among students, as well as the critical use of the findings of research conducted by the program for the international assessment of educational achievements of students TIMSS, the International Association for Assessment IEA, PIRLS, the PISA program, etc.
